Letter from Kidney Care Partners to CMS Regarding CMS-1768-P: ESRD PPS, Payment for Renal Dialysis Services Furnished to Individuals with AKI, ESRD QIP, and ETC Model; Focus on ESRD QIP, Part 2

The Kidney Care Partners (KCP) provides comments to the Centers for Medicare & Medicaid Services (CMS) regarding CMS-1768-P: End-Stage Renal Disease (ESRD) Prospective Payment System (PPS), Payment for Renal Dialysis Services Furnished to Individuals with Acute Kidney Injury (AKI), ESRD Quality Incentive Program (QIP), and ESRD Treatment Choices Model (ETC). This letter focuses on proposals related to the ESRD QIP and the ETC Model that were not addressed in KCP's August 4th letter to CMS. These include:

The revisions to the measure domains and domain and measure weights beginning with PY 2025; The request for information (RFI) on quality indicators for home dialysis patients. The potential inclusion of two social drivers of health (SDoH) measures in the ESRD QIP; The overarching principles for measuring health care quality disparities across CMS programs; The performance payment adjustment achievement scoring methodology in the ESRD Treatment Choices (ETC) model; The kidney disease education services under the ETC model; and The publication of participant performance in the ETC model.
